The Sovereign Programme · Integrated Private Client Architecture
The Sovereign
One vision. One accountable programme office. A Singapore-centred architecture integrating family-office establishment, multi-jurisdiction mobility, digital-wealth governance and multi-generational transition across five sovereign jurisdictions.
The mandate
Complex wealth relocation requires an operating architecture, not a collection of entities and residence cards.
The Sovereign Programme integrates Programmes A, B and C into one controlled mandate spanning Singapore family-office readiness, cross-border mobility, digital-asset governance, family transition and continuing compliance.
Singapore may serve as the family’s principal private-client and governance centre where the family’s immigration status, physical presence, tax facts, substance, banking profile and operating arrangements support that outcome. No structure creates permanent tax residence, guaranteed bank acceptance or automatic regulatory approval.
Sovereign architecture
Four control layers from Singapore establishment to global family continuity.
Each layer has a defined mandate, accountable provider set, evidence repository and escalation path. The programme is integrated at the governance level without pretending that one contract can repeal five countries’ laws.
Singapore private-client core
Coordinate family-office feasibility, Section 13U readiness where suitable, substance, private-bank documentation, governance and continuing compliance through appointed specialists.
Multi-jurisdiction mobility
Sequence eligible residence routes across the UAE, Thailand, Malaysia and Portugal against the family’s travel, tax, business, education and lifestyle requirements.
Digital wealth shield
Coordinate regulatory classification, institutional custody, wallet and key governance, source-of-wealth evidence, trusts, succession and incident readiness without taking custody.
Sovereign oversight
Maintain one consolidated control system for entities, permits, advisers, travel, tax-review triggers, KYC refreshes, family transition, digital assets and annual obligations.
Integrated programme stack
Three specialist programmes, governed as one private-client mandate.
The Sovereign Programme combines the strategic outputs of Programmes A, B and C. Each module remains subject to its own feasibility gates, professional perimeter and jurisdiction-specific requirements.

Five-jurisdiction operating framework
Each jurisdiction serves a defined purpose within one defensible family architecture.
Residence, tax residence, immigration rights, bank access, investment treatment and succession outcomes are separate questions. The programme coordinates them; it does not merge them into one imaginary sovereign permission slip.
Family-office and private-client core
Coordinate Section 13U feasibility, source-based tax analysis, governance, investment-management arrangements, economic substance and private-bank readiness. Singapore generally does not tax genuine capital gains and estate duty was removed for deaths on or after 15 February 2008, but revenue gains and other taxable income remain fact-specific.
Middle East residence and custody connectivity
Assess an eligible Golden Visa or alternative route and coordinate banking or custody providers. Golden Visa validity may be five or ten years depending on category; residence status, tax residence and business tax exposure require separate analysis.
Long-stay and regional lifestyle base
Assess Thailand Privilege membership, LTR or another lawful route. Immigration status does not itself determine Thai tax residence, work rights, insurance coverage or healthcare entitlement.
Second-home residence planning
Coordinate the appropriate MM2H category through an authorised or licensed operator, including financial, property, presence, family, insurance and renewal conditions. MM2H is a renewable social visit pass, not automatic permanent residence.
European residence pathway
Assess ARI or another lawful route through Portuguese counsel. ARI provides temporary investment residence; permanent residence and nationality remain separate applications. IFICI is a targeted incentive for qualifying activities, not a general Golden Visa tax package.
Singapore and Dubai provider architecture
Coordinate licensed custody, digital-token regulatory analysis, wallet authority, source-of-wealth evidence and succession. Singapore does not issue a generic “MAS VASP licence”; the applicable regime depends on the actual payment, token, custody, fund or advisory activity.
White-glove family transition
One senior relationship lead across the family, providers and transition roadmap.
The Relationship Director centralises decisions, dependencies and reporting. Former-regulator or former-government-agency experience is represented only where the specifically appointed individual’s credentials have been verified.
Relationship Director
One accountable SGT lead manages the family’s programme charter, decision log, adviser dependencies, reporting cadence, issue escalation and 36-month implementation roadmap.
Family transition
Coordinate schools, healthcare, licensed property providers, transport, security agencies, household setup and domestic-staff agencies across the selected jurisdictions.
Legacy and governance
Coordinate estate counsel, trustees, tax advisers and governance specialists around succession, incapacity, family decision rights, trusts, wills and next-generation education.
Institutional support
Maintain quarterly strategy reviews, annual compliance planning and an urgent escalation protocol. Portfolio management, regulator representation and incident response remain with authorised specialists.
Execution pathway
A gated 36-month roadmap from feasibility to continuing Sovereign oversight.
No entity, residence application, asset transfer or major expenditure should proceed until its purpose, dependencies, professional owner, continuing conditions and fallback plan are defined.
Family, asset and mobility diagnostic
Map nationalities, residence history, assets, entities, source of wealth, digital exposure, family needs, succession concerns and intended jurisdictions.
Regulatory and tax perimeter
Coordinate legal and tax review of family-office, immigration, banking, digital-asset, reporting, licensing and cross-border conflict issues.
Sovereign architecture memorandum
Define the target structure, purpose of each jurisdiction, provider matrix, sequence, budget, evidence requirements, critical assumptions and kill criteria.
Provider appointment and implementation
Coordinate counsel, tax advisers, fund professionals, banks, immigration agents, custodians, corporate providers and family-transition suppliers.
Activation and family transition
Manage approved entity, application, banking, custody, staffing, residence, school, healthcare, property, security and household workstreams.
Sovereign oversight
Maintain the obligations register, evidence repository, quarterly review, annual calendar, provider review, family reporting and incident escalation framework.
Sovereign control system
One control view across structures, jurisdictions and generations.
The programme maintains a consolidated governance and evidence record. It does not replace the formal records, duties or regulated systems maintained by each appointed provider.
Who the programme is for
For families whose wealth, mobility and legacy requirements justify institutional programme control.
Designed for families with substantial liquid, operating or digital assets, typically S$50 million or more, seeking a coherent Singapore-centred architecture with carefully selected residence and asset-protection options.
The S$50 million figure is an indicative commercial profile, not a legal threshold. The programme is not suitable for clients seeking guaranteed visas, artificial tax residence, anonymous banking, undocumented assets, unlicensed digital-asset activity or a jurisdiction bundle without a defensible family or commercial purpose.
Professional perimeter
SGT governs the programme. Licensed and qualified providers retain regulated responsibility.
The Sovereign Programme centralises direction, documentation and accountability. It does not convert SGT into a bank, law firm, tax adviser, fund manager, immigration authority, estate agency, custodian, security agency or digital-token service provider.
SGT
Programme architecture, relationship management, document control, provider coordination, implementation tracking, family transition, consolidated reporting and continuing obligations oversight.
Legal, tax, immigration and estate advisers
Legal opinions, tax-residence analysis, treaty and succession advice, formal applications, local filings, estate documents and authorised regulatory representation.
Banks, fund professionals and corporate providers
Independent KYC, account decisions, investment services, fund management, entity formation, corporate filings, audit and applicable statutory compliance.
Custodians and specialist operating providers
Digital-asset custody and transfer, cybersecurity, valuation, insurance, property, security, healthcare, education, transport and other regulated or technical services.
Confidential Sovereign assessment
Determine the viable architecture before committing capital, entities or family moves.
The initial assessment reviews the family profile, source of wealth, asset jurisdictions, digital exposure, governance objectives, residence history, travel capacity, banking requirements, intended family-office model and capacity to maintain continuing obligations.
